No it's illegal in any state it's called self help, if the Landlord has shut off the electricity go right down to your local court house and file a complaint in landlord/tenant court for a self help eviction, not only can you get the electricity back on you can maybe get a free month's rent plus the LL can be fined

In the US it is illegal for a landlord to shut off any of your utilities for any reason. The landlord cannot have utilities shut off unless the tenant has moved out. It doesn't matter if the utilities are in the landlord's name, or paid with the rent, or any other situation.
The utility company can shut off the utility for non-payment of the utility bills but the landlord has nothing to do with this.
If the landlord has had your utilities shut off while you are still living there then you should call the police immediately.

Absolutely not in Iowa. The landlord could be held liable for damages if he did. He can only start the eviction process. However if you're paying the electric bill directly, the utility can shut if off for non payment.

No. Only the electric company can shut your electric off, unless your landlord actually pays the electric from your rent. If the electric is in your name, and you pay the electric bill, he cannot shut it off.

Absolutely not. Its illegal. The landlord would have to serve you papers for eviction or something like that. Landlords can never shut off utilities!

Not in Canada, the only ones who can legally shut off your electricity for non-payment of bills is the electric company.

If your electricity is tied into your rent, then maybe. However, they can start eviction proceedings against for late rent.

If the utilities are in their name and they pay them, they sure can. They own the property. If you aren't holding up your end of the contract, they can do anything they want. It's a great way to make people to pay rent.

No, no, and hell no. They would need a court order and in that case they would have just gotten an eviction notice.
At least from what I know, I'm not a lawyer, but it creates an unliveable situation and it's a safety issue...
