Short of an operation, you can't

No cream, no pill, no lotion and no exercise can increase your breast size.

The exercising strengthens the muscles behind the breast. As they develop, they push the breast outwards, giving the illusion of size, but not genuine increase as with Penelope Pumpkins of Lisa Lipps. (Can you say "augmentation"?)

Dukalink is a little off there. Hormones, like in most birth control pills will enlarge your breasts for as long as you maintain the perscription. It is however not recommended to use any sort of hormonal treatment solely for the effects they have on your breasts, as such things often have other, more uncomfortable side-effects.
