Because in the horey days of yesteryear, those animals and people for whom it felt good to have sex, had more sex than those who didn't. Aren't you more inclinded to have sex since it feels good than if it felt like rubbing a cactus on your genetalia? As these animals and people had sex more, they reproduced more. Thus more and more were born for whome sex feels good. Now it's pretty much a given. The trait has been bred into us.

The physiological reason is that there are a disproportionately high amount of nerves in some parts of the body. As such, sensations felt there are more overwhelming than sensations felt, say... on your shin. Of course, you also have to take into account any number of other factors, which is why experience and knowing what someone else responds well to are important too.
