I'm going through the same thing right now. Actions speak louder than words. If he really cared as much as he said he would make time to see you. My bf says he never felt love this strong before but I definitely don't come first in his life since he never has time. I think like me you have to do some thinking because you know deep down you deserve someone who loves you enough to show it.

It's kind of hard to say. Do you live far apart? Are your schedules so different that you are busy while the other is free? Or is it that you just don't visit each other as much as you would like?
If its the latter, I would suggest just saying to your boyfirend that you would really like to spend more time together. It doesn't have to be anything special.
My boyfriend and I currently live 300 miles apart, and I will only see him about 3-4 times in the next 4 months because of how busy our schedules are going to be. Just because you don't see each other doesn't mean that he doesn't love you. It may just mean that he's really busy, and doesn't realize you don't think you see each other enough.
