When is the best time to look for seashells on the Oregon Coast?

Is it during high tide or low tide?

As the tide is going out from a high tide. If you go out at low tide, the tide will be turning (coming back in) and you won't have as much time to look. After a big storm will have washed more stuff up too, but go early as other 'treasure' hunters will be up early and may find things before you do.
