the thing i don't understand is i went to spain and i did not need a passport.

No you don't, but it is advisable. You do need some sort of current identification with photo id, like a drivers license, which is why a passport is still desirable, but it doesn't have to be a passport. The reason for this is because as England is part of the EU and there are relaxed regulations over travel between it and other members of the EU. The reason you were able to travel to Spain without being stopped is because they and Germany have both signed the Schengen treaty which allows for this. The UK has not signed so you will be stopped, but it does not have to be a passport you show. Enjoy your time in England!

It depends which nationality you are. If you are a EU citizen then you need a national ID card at least, otherwise you need a passport. Germany & Spain have a border free travel policy -- the Schengen agreement which is why travel ID wasn't needed.

If you're in Heidelberg as a US military member you should already have a passport. And yes, you need one.

if you are in the german army, i assume you will have an identity card. if it is anything like belgium, an identity card is suffice to travel anywhere in europe
