The train driver doesn't have much control: start, stop, faster, slower
The signal person: direction
The power companies: energy for the train to move at all
The rail company: where the train can go
The ticket man: can boot you off the train.

So I'd say the power company. What the power company is, taken from this analogy, I don't know... Where does energy come from?

Someone had been very patient to accommodate all people according to their means by providing in the train with varied facilities so that none should suffer. The driver has an illusion that he is the master of the train.

Whoever or whatever is in control of that train, sure would like to think they are a good engineer. Also the conductor in charge of the passengers ,hope truly cares what happens to them.
