Take the Narita Express. It takes you downtown in about an hour. It costs 1280 yen or 1860 for reserved seating. Check the link below for exact stations.
Update: The person below is an idiot. It would cost at least 5000 yen to go from Narita to downtown Tokyo in a taxi. The bus costs a little more than the train, but it's a little easier as the bus is right there when you come out from customs. Taxis are extremely expensive in Japan and the drivers will get conveniently "lost" when driving foreigners so they can get bigger fares.

I like the Keisei Skyliner myself. It's cheaper than the Narita Express and gets you into to town just the same. Another advantage is you can transfer from Keisei onto the Yamanote-sen at relatively quiet Nippori rather than bieng dumped right into the chaos at Tokyo or Shinjuku.
The cheapest option is the Kesiei Narita-sen local which follows the same route as the Skyliner but takes maybe 20 minutes more. If there is a Keisei local going that you don't have to wait for, and a Skyliner leaving in 20 minutes than it's an obvious choice although you don't get reserved seating etc.

I am very fond of taking the Keisei Liner from Narita to Ueno -- the center of Shitamachi (old downtown Tokyo). From Ueno, in the Northeast sector of the city, you may catch either the Ginza or Hibiya subway lines, as well as the Yamanote Line, the JR loop that will take you to any major hub in Tokyo. Of course, once in Ueno, you may wish to explore the surrounding environs, including Ueno Park, Ameyokocho Shopping area, and -- a short subway ride -- Asakusa, the heart of Shitamachi (old town Tokyo). While the Narita Express will take one to Shinjuku, Tokyo or Shinagaw, the Keisei Liner to Ueno is less expensive and very pleasant.

I personally like the limosine service.
Note, "Limosine" in Japan means big bus with a bathroom shared with other passengers.
By Down Town Tokyo where do you mean?
The Limosine bus (Usually orange) will take you to most main areas of Tokyo.
It usually costs about 3000 yen (About US $30) and takes maybe 1hr and half to get to Shinjuku.
I find this the easiest method to take because you don't need to climb up or down stairs like you'd have to when you take a train.
Also you won't have to worry about your luggage because they just throw your bags in the trunk of the bus. Unlike on a train you'd have to either carry it to your seat or leave it in a unsecure luggage area on the train. (Mind you I've never worried about my stuff being stolen but you never know for sure.)

Also if you take the train depending on where you're going you will probably need to transfer trains and that's always a pain too.
Only thing bad about the bus is you can't really walk around and you just got off a long flight. If you're a smoker make sure to smoke a few before getting on the bus. All buses are non-smoking.

Bus Or Taxi. Probably about 300 yen. If you do not speak Japanese you will need to know exactly where you want to go. The ladies who work the bus counter speak some English but trying to get directions will be difficult. The taxi driver may not speak any English. Oh yeah, no tips in Japan.

When you get to Narita, you can buy a shuttle that will take you to your hotel and back to the airport when you are ready for your departure. Do not take a taxi if you are willing to spend more than $100 dollars each way.
