First off, Why are you running Windoze? Linux Rules!

No, really, you need to have a basic understanding of graphics and templates. While the first link I have found shows some really nice examples of skins, I suggest you see the second link in my sources. Microsoft provides an SDK (Software Development Kit) for users to create skins for the Windows Media Player. I have not personally used this, but I just might in the near future.

You just download the Windows Media SDK from Microsoft. They explain it very well, with some samples how to do so.
