If I may ask: Why Uganda?
The countries of North Central Africa (amongst others) are very unstable. Politically, socially, economically etc. It is more of a mission to visit such countries than it is fun to be there. If you want to visit Africa visit a country that is stable. There is such a large rural cummunity in all African countries that you will not lose any of the 'feel of Africa'. The more 'advanced' an African country is the more you will pay to survive daily as they convert their lodges and such into U$. But for backpacking you will allways find a place. Even if you are from Africa try some of the more Southern countries like Namibia, Malawi, Mozambique, Botswana (Chobe, Okavango delta), Lesotho etc.
Nigeria, Uganda and the such I would avoid. We had a conference in Lagos the capital (Nigeria) and had to drive on convoy from the airport to town only during the day and such. As I said all our countries have an an element of danger but don't push it or make it so unpleasant that your experience is diluted from truly experiencing Africa.
Allways contact the local Embassy or High Commission of the country you wish to visit to give you an update on the current situation (local) in the country or area you wish to visit. Don't assume it is safe because you havn't heard anything on the news. They will also give you a map of the area showing where landmines have been cleared and where tribal stability exists.

I've been to Uganda twice, as well as a few other African countries. It is, by far, my most favorite place (so far) to visit. The people are awesome and the environment/places to visit are numerous. In response to one of the other answers, it is one of the few African countries where the rate of HIV/AIDS has been steadily going down.
I've spent more than 4 months living there and I would go back, hands down!!!

I've never been there but I'm sure it's a nice place to visit. High percentage of the population are infected with the aids virus. I think you would find it by looking in an atlas or Google Earth.lol
