It means to become more SPECIFIC ... so you can focus in more, on what you're actually looking for.
It's a successive approximation technique.

What Does 'Refining a Search' Mean?
When you refine a search, you are attempting to obtain better results than you obtained on an earlier search. If you are interested in the impact of television on violent behavior, for instance, you might begin a search with the keywords television and violence. If you conducted this search on Go.com (http://guide.go.com), specifying that both of the keywords needed to be present in the results, you would obtain something in the neighborhood of 800 Web sites that contain the two words.
Rather than wade through all of the results, you could refine your search by adding additional keywords. If you added the keyword behavior to the mix, you would reduce your initial set of results from more than 800 to around 50 -- a far more reasonable number of sites to examine than 800.

Refine a search means to make the search more accurate. For example if you are looking for a song, instead of just typing the song title try typing the song title and the singer.

Searching using the word "photography" is, for the sake of example, a simple search. Seaching with the words "black and white photography" is refining the search. If you add a time range to that, it will be refining the search even further...

It comes from refining metals by smelting them. When one goes through fire, so to speak, it is a severe ordeal. Another common phrase meaning much the same thing is 'baptism by fire', which sometimes is only used at the beginning of a person's career (in the appropriate sphere of endeavor.)
