Because Superman is fake.
So, the ACTOR lets bullets bounce of his chest because the bullets are fake, blanks, and don't hurt him, however, the gun that shot the bullets is REAL....if that hit him it would HURT, so the ACTOR ducks. That is the reason...fake bullets, real metal, heavy, gun.
