Get a dremel, which you can find in many crafts and tool stores. It works with a number of different mediums.

Ask your dentist if he has any old used drills that he's willing to give away. They won't be good for teeth any longer, but will do wonderful for what you have in mind. It may also be helpful to drill the shells while they're wet, to help prevent the cracking of them.

I recommend a common hardware store tool called a Dremel. It's like an itty-bitty drill. Most effective.

You can find some very small drills at a good hardware store. Just don't push too hard. the drills break very easliy.
