I would create Pacifica, a tropical paradise halfway between Hawaii and the US in the Northern Hemisphere.

Its been done. In SE Africa. Northern and Southern Rhodesia. By Cecil Rhodes. Who also funded the Rhodes Scholar program. They are now called Zambia and Zimbabwe. Zimbabwe especially is a real mess now.
