No. Not unless you're a doctor.

If You mean VAGINA, it needs a gynecological exam to find it out. It is quite clear to see a hymen, if it still is in place.
If You really mean VIRGINA (that should mean "a female that is supposed to be a virgin"), there is no sure way to determine whether a woman is a virgin or not. It can be told by observing the body language and behavior of that person, during conversation about sex. If a woman blushes, giggles, hides her eyes and avoids an eye contact during that conversation, there is a possibility for her to be a virgin, but also can be very shy, so it is not a 100% proof.

No. People have also mentioned the hymen. This is a very thin piece of skin just inside the vagina. It used to be said if this has broken/ripped then she isn't a virgin. This has now proven false cause it can rip with exercise. Bottom line is therefore NO.

Is a woman a mayonnaise pot that needs the guarantee of being untouched before use???
Believe me, your question deserves a honest answer: no way, since every woman looks different, you may need a gynecological bed with a very bright light and training for being sure, without forgetting that women had been cheating fools with different methods, including stitches for centuries.

It isn't possible just from the outside, now if you were say a gynocologist, you could look up inside a female and sometimes tell, providing the hymen has been broken.

The best way to tell is to see if her hymen has been "penetrated" or "broken".
Of course they can be broken by other means, but, if it is not broken, good chance that she is still a virgin.

no matter how long you look at Virginia you won't be able to tell if someone is a virgin or not.
