That is a great questions! =D!!!

-=-No where on Earth is safe
-=-No where on Earth there is no fighting
Their similar .^.^.^.
I use it as an example.
,.;'There is always floods here or there
,.;'Volcanoes explosions here or there
,.;'Hurricanes here or there
,.;'Earthquakes here or there
,.;'Tornadoes here or there
,.;'.^.^.^. Somewhere, there is always some activity with nature

Same with wars. There's either a war between this or that. Have you ever had a fight with you mom or dad? Sister or Brother? And even you said that you loved them very much? Well, think about this. Even you had a fight with them and their your very own family. If a family can have a fight, wars can happen.

Think more:
-=-If you want an ice-cream, and so does your little sister. You both love each other very much. Unexpectingly, there is only one left. Well, who gets it? The Sister always gets ice cream but you on the other hand, rarely likes to eat ice-cream. But your mom is at work and so you have to decide yourself.
,.;'Everyone wants their own rights. So wouldn't you want it? of course! Thus, you have a fight with your sister.

Answer:
-=- Everyone has rights. Since even sisters and brothers fight, children and parents fight. So do the world.
-=- We want to declare what should be done. But different culture is different in a way. So, they come up with a fight. When one country becomes stubborn, a war begins I guess....
-=- No one wants a war, but sometimes, we need it.
-=- The world will never be safe nor peace.

I've wondered about that, too. But it's most likely because people started getting greedy, and wanted other people's territory.
