There is only a single method to “change” the United States Constitution and that is the Amendment process as defined in Article V of the United States Constitution. It states:

Article. V.
The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

If you are interested in other methods of applying “new” law, a simple summary is at the source link which is site of the United States House of Representatives:

2/3s of The Congress (that would be Senate and House) and 3/4 of the States would need to ratify it.

The best example of this in action is probably the 18th and 21st Amendments, first creating prohibition which banned alcohol, and then the latter one which repealed the first.

Process to add or remove is the same. 2/3 of the congress votes for it and then 2/3 of the states ratify it.

I think the procedure of amendment in U.S is not complete, they should find a way which increase incorporation of people in decision making.
