Some fans speed up when the processor reaches some threshold tempurature. Easy way to test is by running the machine with the sides of the case off for better airflow... see if you still get the noise after the same amount of time.
You should also check your chip tempurature... probably you either have software to do this, or you'll be able to find it in the BIOS menu of your system. Make sure it's in the acceptable range of your chip... if it isn't, you can do serious damage to your processor in a short period of time, so stop running until you think you've fixed the problem.
If the tempurature is on the high end, you might consider adding another case fan or two. If all else fails, you (or your local computer shop, if you're not sure how to do this without damaging your chip) can try removing and reapplying the thermal paste and reinstalling the fan... you need surprisingly little paste for good thermal conduction, and too much *will* cause heat problems. Stay away from the thermal tapes... they're more of a pain than they're worth, and occasionally cause other annoying problems. It gets hot at the CPU/Fan interface, no reason to fool around.

It may be automatically switching to a higher speed. It may not even be on if the amount of heat being generated by the processor is low. When there is more heat to dissipate this is what happens. Newer cars also have this feature on their radiator fans. Make sure the fan motor is not getting to hot to perform properly. If it's moving a lot of air, thats a good thing but it also becomes more noisy.

Either your cpu fan is going out, or more than likely, you just have a wire that's in the way of the fan. Either way, you need to open the side of the case (it's not called a cpu, it's called a case), and then run it, so you can see what the problem(s) you're having. If your fan is going out, they're very easy to replace, you don't even have to remove the heatsink.

Fan has got nothing to do with the program you are surfing. Open the cpu and chech whether the mounting is loose. Otherwise change the fan. It is not expensive.

You must fix it by pins or by glue.
If the fan is hitting to around, u can try to open the path by a little knife

clean your power supply fan(in CPU), or you can just buy a new one. in just cost a little sum of money.
