I went to my mum's graduation in a knee length skirt and nice little top. It's not meant to be casual but you only have to sit there and wait for your person to get up and the clap for them. It's very boring actually!
You should be allowed into the ceremony, the one i went to was in a big theatre and all the students were in the bottom and the families and relatives were in the upper tiers.

Wear something that will make you feel good about yourself. Something that will not leave others wondering whats wrong with you but good enough to catch the eye of the people around.
Smart casual as you have suggested would be cool. Pair of hipsters and a trendy to with nice matching shoes would do the trick.
In the end, dress for the occasion.

A nice tea-dress, buttons down the front. You will be allowed in and his folks will be there. So they will think you look like a nice girl (due to their memories of tea dresses!) and your boyfriend will think you look sexy due to some of those undone buttons!! (ps. prepare yourself for a very boring ceremony!!)

Remember,his family will be there more than likely,so do something classy,but sexy;form fitting,but not too thin,dark,but not black,a little cleavage,but not too much leg, simple,but flashy jewelry(not too much!),for earrings,dont wear danglies,stick to studs(no pearls).Wear your hair half up,half down,or up.Rosy lipstick,dont do your eyes too dark.The fact that you were a "good girl" for his family will turn him on all on it's own.

A simple black dress,every woman should have a black dress in her closet,they are virtually good for any occasion and if you don't like black,brown is not bad either.
