It is a part of Russia that does not issue its own stamps according to the Philatelic Webmasters Organization. This website lists several countries including Buriatia where lots of stamps appear to have been issued illegally.
As a side note, I bought a job lot of stamp collections a while ago and found several Buriatia sets in amongst them, along with some from Niger, Uzbekistan, Tchad and other sets that were noted as not issued by the named countries. Strangely enough they all had postal marks dated 15 Aug 1998. I think they were probably produced by an outside body or company for commercial reasons only.
