Did you ever notice adults with "soul-mates"
That's a silly girl term --- Saying I love you is being a responsible adult that can provide for those little souls (you know children the things you produce when you do the sex deed) that you create.
So without saying a word you can go out, work your butt and prepare to be a real man married to a real woman. The little happy souls you plan to create will give you a more than 10-point smile :)
Or you can play pretty soul-mate love games to get in her pants and pray that the birth control works so you don't get stuck some crying little **** messing up your life and support payments to go with it.

Just kidding.
Organise a dinner by candlelight with her favourite song playing softly in the background or a small band playing music to her while you eat.
Cook at your place on your own and dim the lighting, make everything in the house in her favourite colour or in red/pink, that usually works. When she looks at you lovingly and holds your hand before sighing and saying "You shouldn't have." Look straight back into her eyes and say "I needed to, someone like you deserves everything I have to give and more. So here it is."
Don't forget to ask her how her day was and listen to all of it. Try talking about her as much as you can without mentioning yourself too much.
Oh and one more thing, wear protection. *wink wink*

There are so many romantic things that sound good, but could never be carried our. Stick to your original idea of just telling him or her, but be creative. String together a long, long explanation of adjectives and superlatives explaining just how intense the feeling is. Sometimes a whole lot of touching around the edges can be better than just plunging right in.

Count the freckles on his or her body
Close your eyes and map the landscape of their face while telling them it feels just as beautiful as it looks.
Do a random spot check for ticklish areas in public places,...*poke, poke*
or do what I do and play with their ears,... go ahead and laugh but I have a completly plutonic ear fetish, I like to rub the lobe of cold ears, it's just soothing, and the best ears in the world to do this to are my b/f's,...I think it makes him feel needed and loved that i can't keep my hands off parts even as mundane as ears are usualy considered.

Get her a bunch of roses, 11 real, 1 fake, give them all to her, obviously she will be completely clueless about the fake rose but give them to her and say:
"The only way my love for you will die, is when all of these roses die to".
(Ones fake remember ;-) )

I write little notes and poems on Post-Its and leave them around for her to find. I left one in her car one day so she found it right after she got off work from a hectic day...needless to say, we had a GREAT night
