Go to one of the many radio dj schools. Make sure they offer job placement. They will get you started.

Call the radio stations, tell them you want to be a radio jockey, and are willing to "volunteer," to learn the business.

get your Bachelors of Broadcast Journalism in a good college, and make sure you minor in a subject that you can fall back on when you can't get into the business!
