Police cannot prevent bad people. They cannot usually even recognize them until *after* they've done something bad. Then they can arrest them, but that's usually too late to help the victim.
In an environment like Habbo, moderators (if they exist; I'm WAY too old to hang there) can only warn, or even kick out, those who do certain things in the public space.
If, for example, a young teen met a weirdo in private chat after meeting him or her in Habbo, or IM'd hir, there would be nothing to warn any moderator that there was a problem. If the bad person later met the kid in 3D and cut off hir head, only then could the police or someone try to figure out who might have done it.
The thing that can protect young people is being as honest as possible with their parents about where and with whom they are hanging out, even online. It also takes parents to be the "police" for their kids, because people who have been around longer are simply better at recognizing the creeps; they've met more creeps. That's why cops have to be older than 14. It's also why parents are so nosy.
