I really think that you need a teacher. Things would be much easier in this way. The teacher would explain you the grammar rules and you would have a person to talk to. The teacher would guide it, telling you what to do, from the grammar perspective, speaking, reading, listening perspective. The sites and other things would be extra.
In order to achieve fluency you should enter a forum on the Internet.

Whenever you are doing research, it is best to be sure you are using a credible source. In this case I would use a .edu or .gov site; generally these sites are more accurate. I found this site from Rutgers University. It allows you to search a topic or word alphabetically. For example you can look up a specific word and find the different parts of speech it can represent. Additionally, http://owl.english.purdue.edu/handouts/grammar/index.html is another good site. I use it all the time in my graduate school coursework.

You really need to mix with some English people . You can either join a group, visit some English friends twice a week or whenever you can and (if you can) spend summer holidays mixing with English people.

Start off with a dictionary. Pick ten words. Put them into proper sentences. Just keep at it and you'll do alright.
