When you open OE, your Yahoo mail should automatically be forwarded to the open OE, if the account is set up properly.
Give it a few seconds, then look for the "receiving mail"
message at the bottom of the screen.
Careful, though, if you delete a message in OE that you wanted to save as Yahoo mail, you will lose it.

Yes, you can access my Yahoo Mail through Outlook Express.
But it is possible only if you have paid for the service of "Yahoo Mail Plus" and above.

You cannot access Yahoo mail from the Free service of Yahoo Mail.
For more information, you can visit the page of yahoo in sign-up of new account, where there is a description of Yahoo Mail plus and the other paid services.

You first have to log into ur mail account and then go into options. If u had selected to avail of special offers while signing for a mail id then u will see a POP ACCESS FORWARDING option go into it and then turn pop access on after that u need to configure ur mail client step by step instructions are given by yahoo at the same page to help u out.

I dont know if its available in ur country but I live in India and have @yahoo.co.in domain and I get pop access for free.
