On a website "Abraham Lincoln bicentennial Commission" a small paragraph says:

The July 18, 1856 speech by Lincoln in Sterling, IL, was commemorated by a statue dedicated on the 150th anniversary of the speech.

By my calculations today, July 11, 2006, that date is still in the future, even though it was worded in past tense.

If you would like to attend, click on the second link and contact the Sterling-Rock Falls Historical Society. They sponsored the creation of the statue and surely they will know when and where it will happen on the 18th!
