If a girl has been touched "down there" but not penetrated, is she still considered to be a virgin?

My teacher in my freshman year of high school said that if it has to do with the genitals at all, then it is considered sex, so if a girl is just touched "down there", she isn't a virgin anymore?

ethically,she isn't a virgin any more,if she is touched.
biologically,she is virgin till she gets penetrated.

Your nevertheless a virgin in each way female. Take it from a virgin even as he says that you're a virgin. Virginity is something it somewhat is given up willingly in each way (bodily, mentally, emotionally and spiritually). So if it replaced into pressured on you, your nevertheless a virgin and its okay to inform those who you're a virgin.:)

I think when you start to have a relationship with the opposite sex
(not only sexually)she is not a virgin anymore.
