Fee is always required for administration expenses by the job provider. Internet business require u to pay a minimum amount to cover the cost of hiring the IT experts who maintains the software used in running the e-business worldwide. In the old days, you deal with suppliers, customers, and distributors in person and exchange paper documents. Now with the computers, you can shop for suppliers, customers, and distributors on line and exchange electronic documents through emails, etc.

The Big 4 accounting firms offer audits of the e-businesses. Generally, if the companies are big and public, they can be trusted. I'd be wary of the small, unheard of names. You can always challenge their credibility and ask for an audit.
