In a spray bottle put half vinegar and half hot water and spray that papered area wait a couple of minutes and try to peel if off... Repeat till you are able to get it off ... after you remove all the paper sand your walls with a low grade sand paper ... After you have sanded wipe down the walls with a damp cloth.. Wait for the walls to dry completely and then you are ready to paint ...

Use a product by Zinsser called DIF and you can find it at Lowe's or your local hardware store. You mix it with warm water and spray it on the wallpaper and allow it to soak in. It removes the glue and paste residue from the wallpaper. It's much cheaper than renting a steamer. (Personal experience) Wash the walls afterwards to make sure all of the surfaces are clean. To fix the mark pick up some dry wall spackle and fill in the marks. When it is dry lightly sandpaper it to smooth it out. When the walls are dry from washing, it is time to prime and paint. Check out the sites below.

Finish pulling off the wallpaper and any other remnants of the wallpaper (backing) then wash the wall of all of the paste. Let it dry and then you can spakle the wall. Sand it when it dries and then prime it and then paint it.

I have done this several times.
