Because Johnny's Parents don't give a damn, they are to focused on their own lives and don't spend time with their kids. Johnnys' parents don't read either and children learn by example .And because too many kids ridicule achievers in school as being nerds or the teachers' pet. And parents don't stress the importance of reading to their kids. It is hip to be dumb now. Why learn to read when you can make millions playing basketball or being a rapper. But what kids don't understand is that if you can't read you can't write songs that make sense either.

Reading isn't valued by Johnny or his parents. In some cases there are physical or mental reasons why Johnny can't read so you have to eliminate those as a possibility first. When you do you're left with the former. Since my son is learning to read at the ripe old age of 4 (& my little sister could read when she was three) due to the efforts of his(her) parents, grandparents, siblings, aunts & uncles I don't have a lot of sympathy for Johnny.

I wish I had a pat answer. I won't blame anyone because I haven't met Johnny. He could have a learning disability or undiagnosed ADHD that inhibits his ability. I haven't met Johnny's parents and I do not know what his home life is like. Is there proper nutrition,? Does Johnny get enough sleep in a safe environment?I haven't looked at the curriculum that is being used to teach Johnny. Most children learn best with phonics, but some require other methods. I haven't met or observed Johnny's teacher. Is he/she in an environment where they can teach their students?
Yes, I can say that there are bad schools, teachers, parents, and curricula, but, there isn't a pat answer to your question.
