You are talking to a really frugal girl, with a really high class taste in restaurants, so I'm hoping that I can help you out. If You are in downtown, there are several options that won't break the bank. Twist is a very urban restaurant (don't take offense that you see it is outside of a mall - it;s the most expensive mall in GA). You need to dress a little nicer to get in (no hats, sweats, dirt, flip flops, athletic wear). They have everything from Sushi to oriental dishes, American cooking - I'm positive that you will find something you like. The price ranges from $8 to $21, and everything inbetween. If you want something so cheap it's rediculous, Ru San's is your place ( you must like sushi). The Vortex, on peachtree street or five points, is the best burger in Atlanta, and by far the best I've ever had. It's very hip/casual and has a neat atmosphere (indoors or porch seating). If someone reccomends Food 101 - be prepared I've been there several times upon request, and the food is extremely bland, although the service is wonderful.
For an elegant meal with an average price ( but you must watch the alcohol purchases) try Maggianos. There are two (Perimeter/Dunwoody and Buckhead). They are evenly priced and offer great Italian food with an elegant atmosphere and supreme service. Make a reservation! Have fun on your date, and good luck!

If you have $100 to spend, Boi Na Braza is a delicious Brazilian restaurant on Peachtree, and you'll feel like a baller if you take her there, but not if you don't like meat. The sundial was voted as the most romantic restuarant in ATL, cuz you get a beautiful view of the entire city, and the food was better than any food I have ever ever had, but not if you're scared of heights cuz it's higher than anything in town. It's $$$ too, but less. If you're not ballin this week, the best place to go is this Italian restaurant called Carabba's and it is sooo romantic and the food is perfect. You'll save some dollars. My favoite thing there is insalate johnny rocco- it's a seafood italian salad.

It depends on whether you will be drinking or not, but here are a few recommendations (the list the other person posted includes good places, but they are not all good date places). These places are affordable, good food and appropriate for a nice date-have fun! You can also check out www.opentable.com, which has many restaurants in atlanta listed with their websites and pricing or atlanta.citysearch.com for other ideas or information.
Wahoo Grill (in Decatur), The Grape (several locations including Midtown, Atlantic Station and Vinings), Floataway Cafe(if you drink, it will most likely be over $100), One Midtown Kitchen, The Globe, Vine and Watershed.

My favorite place for a not-so-expensive romantic dinner is Ciao Bella. It only serves Italian food, so there may not be the variety you’re looking for, and the prices are not nearly as high as some of the other answers, but the food is good and the setting is cozy. It’s not usually as loud as some of the other suggestions (I really don’t like places that pipe in loud music when I’m trying to talk with someone). It’s better in winter, though, because you can sit by the fire with your date. The only drawback is that it’s in Buckhead, which is a cesspool.

I HIGHLY recommend Boi Na Braza. You'll probably end up spending right about $100 if you drink, but it is well worth it. If you spend a little less I really like La Tavola, an Italian place in Virginia Highlands. Right next door to it is a really good tapas bar you might like to check out. Of course you could also go to Canoe in Vinings which is right on the Chatahoochee river. It's a pricey place but very good.

Virginia Highland, has some constructive places to eat. Murphy's has such solid nutrients, and cakes, notwithstanding that's type of intense. Their Bonzo dessert rocks! East Atlanta village, has a sparkling Nawlins ingesting position that has solid New Orleans nutrients. And, interior of reach is Morelli's Ice cream. they have all sorts of flavors. East Atlanta is close to the Starlight i imagine.

Also, Highland Tap on N. Highland and Virginia- great filet! Great martinis!
Pacific Rim by the Marriott downtown. They have great sushi and a good wine list.
Good luck!

Best restaurant in Atlanta - Toulouse (it's near Imperial Fez). Chops is really good for steaks. Atlanta Fishmarket is good for seafood. Pasta Vino is the best pizza joint in Atlanta.

lot's of good ideas have been posted, but here are my suggestions - Two.Urban.Licks., The Globe and Rathbun's (ok, over $100 w/drinks here, but hey, live a little!)
been to them all and they all have good variety and excellent food, really hip and cool environment and are great dining experiences.
