When raised by her, the biological mother should love us more than any other. Next would be the parental mother. Because There mother nature is a fictional being and there is no definitive proof of a God, the question would stop after the first two.

The majority of the time, the biological and parental mother are one and the same. It does not necessarily follow, though, that she loves her child in the least. If that is not the case, it's often because the biological mother is dead, for whatever cause, and there is no way to determine what her love might have been. Then, there are single girls who give their babies up for adoption and then work hard at forgettng the whole episode. There are also biological mothers, mine was one, who have the maternal instinct of a sea turtle. As to parental mothers, some have a motherless child foisted on them so that grudging tollerence becomes all the love the child will ever recieve. The other extreme is the parental mother who takes the child to her heart, loves him unconditionaly, and nurtures him to maturity, my grandmother was one of these,
But, if one believes in God, he knows, has found faith, from sermons he's heard, Bible studay, the assurance of his fellow believers, that he is loved boundlessly and eternally, beyond the conception of mortal man.
So, to answer you question, if one believes in God, then He is who loves us more. If one does not believe, they are welcome to make the best guess they can at one of the other two choices.

Parental mothers. A biological mother, having been unintentionally impregnated and giving the child up for adoption, has demonstrated no love beyond giving a good home. Mother nature neither loves nor hates, but is completely indifferent to humanity's presence. God does not exist in any form in which the concept of love makes sense. But the parental mother, who works long hours, provides comfort and resources, and nurtures a child to maturity has demonstrated love.

Up to the age of 2, biological mother. After that, parental mother. Mother Nature does not love, except in an abstract sense. God, being imaginary, cannot love, except in fairy tales.

GOD. As everything what we see in this world is just a spark of unlimited qualities of God. Any kind of love exhibited by anyone in this world is just a part reflection of the love of God. The reason why we are not realizing the love of God is because we are not thinking about it at all. We are too much entangled in the tiny loves around and ignoring that supreme love.

If love can be measured by the ACTIONS that suggest that a person cares about another (not just sentimental feelings) then it could be either of the first two, depending on situation. Since I've never met the other two and don't know anyone who has, I don't think they've taken any actions which suggest anything having to do with love.

GOD because His love is far reaching ("frm east to west") , and much deeper than we can ever as human beings fathom.
I know you probably don't want to hear this, but he sent His Son to die for us...what greater sacrifice for loving us?
