I have twice, first time the Seller was not traceable (how this can be I have no idea because of the amount of info you have to give to join) but they still got me back my money less a £15 excess fee. Second time they managed to get my money back off the seller within a few weeks and it was credited back to my PayPal account.

Paypal usually decides in favour of whoever is right! Not always as clear cut as that but usually it is simple. You pay for goods but never receive them it is the seller (or Postage service) at fault.

All in all they have treated me well over the years which is why I do not mind paying the fee's as much when I sell items.

i have and it depends if you are in the right and have paid through paypal then you will get your money back, but if you have bought it by mistake or messed the seller around then no. I have done it twice once was a guy selling zippos and he sent me a damaged one then messed me around for 3 weeks so i reported him and got my money back the next day. The other was a ornament that was sent in a thin jiffy bag and was smashed to pieces:( they only gave me a partial refund as they said it could be glued back together lol so i reported them that too a lot longer to sort as i had recieved a refund but i still got it in the end. never pay by cash, cheque or anything else except paypal on ebay as you'll lose your money as paypal won't get involved

I used to work for an e-bay seller who had numerous pay-pal disputes filed against them. They fought every single complaint, but paypal backed up the BUYER every single time.
I'm sure they will honor yours too, as is your guarantee by using their service.

Filed once when I didn't receive an item. Got my money back except for $25. All you have to do is tell your side of what happened. They listen to both sides and then make a decision. They seemed pretty honest to me. Good Luck

Most likely the buyer, unless the seller has any proof.

i have only dealt with buyers. they are really fair about stuff and try to get as much info as they can. if there is a real problem i would file the dispute.

It's a drawn out process, but if you paid w/a credit card and there is still money in the account you'll get something back.

I've filed 3 times and was granted my money back for fraudulent items and again for nondelivery of merchandise , If you have a legitimate case and evidence of negligence ect.. you'll get your money back
