It could be a heat rash, a fungal infection, an STD, improper cleaning, or way to much whacking. Tell him to wash it, put it away, and leave it there until he sees the doctor.

dear lady this is caused only by 2 reasons. 1st is either it is due to masterbating frequently or 2nd is not keeping it clean.
