Whether you mean "mad" as in angry or insane, they're not mad. They are desperately poor, and frequently hungry, and about the only thing they have to use in any negotiation is the vague threat that they'll launch off a missile at Japan or South Korea or something similar. They won't actually do that-- the military response would flatten them...but no one else wants a military action either because it would likely devastate the entire Korean peninsula at the very least.
North Korea is perhaps best described as a hungry and fussy child that will scream and throw things until it gets some attention and food.

Look--the only thing in North Korea that is mad is the freaking "leader" of that place--the country--the people are just poor--hungry--uneducated --overwrought humans---this G8 thing is nothing more than LONG GONG EEL'S attempt to get money under the guise of helping his people that he plans to put into more armament in his life long dream to be the head hotten tot of the whole damned unified Korea---the country itself HAS no emotion called mad--they're just simply used up by the madness of this little demigod

I don't agree with your belief. North Korea is not mad. Iran could be. American definitely is, or at least GB. But North Korea is not mad. It's citizens are cut off from the rest of the world, and is fed propaganda that paints us in horrible ways (well, not that horrible), while its leader is like the kings of old times, drowning in power and money of the citizens enjoying movies and TV (not that old kings had them) while ignoring the rest of his people/peasants. He is not mad, and nor is North Korea. Misguided is the correct word, such as his misguided belief that his guided missiles are enough to scare the mad American (stress: not plural) off.
