You have to apply as a dispatcher at a police department or sheriff's office. 911 operators are police dispatchers.
Each department has it's own qualifications. Some are minimal, others require a degree. It depends on where you live. I would find one that you want to work for and contact them. They should be able to give you all the details you would need.

Go to your County courthouse. Look for the Human Resources Department. They should have job listings posted outside of the office. That's how I got my job as a 9-1-1 dispatcher. I've been with the Sheriff Department for 6 years now. If you want to work for the city, then check with City Hall. Wouldn't hurt to call and ask if that agency has a web site for you to see if they are hiring and what other positons are available. You might find something better.

apply. Reminds me when I was taking EMT classes, and a call would come and and the instructors would tell us "we know what your're thinking, call 911, oh S***, I AM 911. Anyway, are you wanting to be a dispatcher, or what? Go to your city offices and apply!

Through the police or sheriffs department. Depending on where you live, but the police are the ones who employ them, its not a private company.
Good luck! Be aware, its a very high stress job.
