If you party responsibly, you should not have any problems. That means having a designated driver so you don't drive drunk, not drinking or doing drugs until you are oblivious to the point of not caring what happens to you, i.e., unprotected sex or not even knowing if you are having sex, and not abusing your body by too much drugs/alcohol to the point of doing damage to yourself. Everything in moderation. No, I don't think the Constitution guarantees us our right to party, and laws "against partying" were made to protect people from those who party irresponsibly, and cause harm to others, wheher intentionally or not.

nope. not in the Constitution. and any right that you were granted by your creator must be defended or some schmuck will try to legislate it away- history has proven that repeatedly. and you might try actually reading the Unanimous Declaration, the Constitution and those other musty old documents and learn something worth knowing- just a thought.

A right, or any right even those stated in the constituion have accompanying responsibilities. You cannot just expect these rights to just drop on your lap.
Going back to your question, of course you have the right to party, but can you also take the accompanying responsibilities? Maybe, that is what they want you to assure them.

No, declaration of Independence...Life, Liberty and the persuit of happiness. If partying makes you happy, then you have to persue it...and sometimes that requires fighting for it!
