To be honest I don't know of any High School that teaches Chinese.

San Francisco has a huge Chinese population, and even its own town. Many of them don't speak English and others there find it useful to learn Chinese. Also, many Chinese parents send their kids to Chinese school on weekends, so they'll be able to read and write their native language.

So the opportunities are there. You can probably get a good lead through the Chinese news paper in San Francisco or New York, another place with high concentration. (Even Salt Lake City, UT has a growing Chinese population too.)
