If your PC is louder than it used to be, try cleaning the fan with a can of compressed air first.

If that's not quiet enough, you can look into two options:

1. A new, quieter fan
2. Liquid cooling

Your computer MUSt have a cooling system in place otherwise your computer will fry in five minutes of less. If you're reletively PC hardware literate, you can probably replace the fan yourself easily. If you're not or if you want to convert to a liquid cooled system, find a good PC guru in your area and have them do it for you.

For my fans and power supply I use rubber gaskets.

Since some of the noise is cause by the vibrations transfering to the case and echoing, reducing the vibrations reduces noise.
You could also try sound dampening mats. Same link as above. Which stops the noise from resonating within the case.

If replacing your fans w/ quiter ones won't work for you, try convection type liquid cooling. This system doesnt require fans or motors, only copper tubes, water blocks and a radiator. I've seen an article on this from the web but I couldn't remeber the site.

buy a decent brand quiet power supply
buy a good cpu cooler, but not a high rpm one.
or adjustable say 2000-5000 rpm.
dont run any case fans extra and use a passively cooled graphics card if the one you have has a noisy fan.

You'll have to replace your cpu's heatsink. It's really the only way. Just get a heatpipe heatsink, like these, and you'll be cool and quiet. Yes try a fanless heatsink... They are crazy looking but they are 100% silent and never break down!!!! Also use only arctic silver 5 thermal paste, you can use arcticlean to remove the crap stock stuff it willl make your cpu run much cooler. try these links for a cooler and arctic silver stuff:
