They are call them "fluorescent" pens because they can absorb ultraviolet light and emit visible light. It is the dye that they use that makes them fluoresce. I couldn't find any dye formulas on the Internet but you could continue the search.

a lot have zinc in them, but it's hard to find the exact formula
