If your neighbor was bitten or threatened by a rottweiler, who is no longer on the scene, she should call the animal control, they're the ones who know the law as it relates specifically to animals.
A neighbor's dogs got in our yard and killed our animals--at 3 in the morning.
We called 911, because the dogs were still there and still a threat to people.
The police came, and said basically that once the dog was caught the problem was over, everyone go back to bed.
Fortunately, the animal control officer arrived while everyone was still there, and took control of the dogs. She said that the owners were liable for all damages, including the cost of the dead animals, and that if it happened again the owners could be arrested.
So they realized that they really need not to let it happen again, which was basically what we were concerned about. The police do a lot, but they don't know the specific laws relating to every little thing.

Your neighbor should probably call both the cops, and animal control. The cops will need to be present to make any arrests, including the arrest of the rottweiler and it's owners. The animal control will probably need to be present to take the rottweiler into custody, as, to my knowledge, dogs are not allowed to be placed in people jail, they have to go to doggy jail. The rottwieler might not have to go to jail right away, but the cops and animal control will likely want to get statements from the rottweiler and from the accuser. One question though... what was your friend wearing at them time? She might have been asking for it...

call the police on the non-emergency decision. tell them you want to make an animal nuisance record. The police can fee ticket the friends if there's a leash regulation on your section. they could also contact animal administration and tell them that's a intense problem so that you get speedier service. talking to the friends received't do a range of of solid. They already recognize the canines are a difficulty considering they were yelling at them.

If there are no owners present, animal control. If there are owners present, the police can handle it and deal with animal control themselves if they deem it necessary. They can also make an official statement for your neighbor if the matter has to go to trial.
