You're talking about the passing down of chromosomes right? Green's more recessive than blue. Brown is the most dominant.

The order goes from most dominant to least:
1. Brown
2. Blue
3. Green

That's why if:

B = brown
b = blue
g = green

then if you have a pair of genes that's like (B, b) that means that brown would be shown because it's dominant. The only way to have blue eyes is if you have (b, b) genes because they're both recessive and therefore would show up as blue or to have (b, g) because blue is more dominant than green.

So because green eyes is the most recessive you can only be sure of having blue eyes if you have (g, g). Even if you have (b, g) it'll still be blue because blue is more dominant than green.
