Senators are more powerful in one way because they hold office for six years, three times as long as a Representative, so theoretically, they're less subject to political pressure. So I'd say the Senate is more powerful.

However, the House is the body that chooses the president in the case of a tie (Bush/Gore in 2000 notwithstanding), and all bills that deal with spending money technically have to start in the House.

Probably the Senate. Each senator represents larger areas than representatives.

Although they are both houses of congress and both have to agree on legislation, I would say it would have to be the Senate. There are much fewer of them (100 vs around 465 in the House). It is the Senate that confirms Presidential appointments and it is the Senate that can remove (indict) the president from office after the House has impeached him. For those who often get this confused. impeachment is not removal from office, there have been two presidents impeached (Clinton and Andrew Johnson) but neither one was indicted or removed from office by the Senate.

The Senate because they are higher up on the hierarchical government chain, and many representatives want to be Senators, so to help accomplish that, they shouldn't step on too many Senator's toes
