While it's not recommended to disable such a great feature, if you need to open a particular popup window that is mistakenly being blocked, you must first know which application is blocking them.
Most applications will allow you to open a popup if you click on a link while holding either Ctrl or Alt.

click on the popup blocker of your toolbar and it will give you the option to turn it off, and/or on your IE go to Tools>>Internet Options>> Privacy tab and at the bottom there is a tick on pop up blocker

make sure ur yahoo toolbar little box with cross in it is turned off too,. i dont like popup blockers cus then i cant do things like download from download.com cus it uses popup downloads. or like launchcast from music.yahoo.com popups r awsome.
