These options are supported by email clients, not by the internet per se, so response will vary.
You can usually get a delivery receipt, confirming that the email has been delivered to a particular mailbox. However, some systems block these for security reasons. Read receipts can be blocked at the recipient's discretion.

in Outlook Express is under Tools >> Options >> Confirmations tab
