Colitas is a type of "hevvy doody" marijuana, buds or tops to be exact I believe.
If you actually go deeper into the song, what they are really singing about is 'shaking the heroin addiction.
"They stab it with their steely knives(hypodermics), but they just can't kill the beast."(heroin addicton has a lifelong affect on you)
"You can check out any time you like,(take a short break from banging horse), but you can never leave."(even if you kick the habit, it never kicks you)
