Sit your friend down and tell them how much you care for them and you don't won't to lose them. Tell them you think they're on drugs and try to get them to open up to you. The first step is admittance once they admit they have a problem then there are programs already set up people can get help from. Good Luck!

manekineo has a friend in a similar problem. manekineo suggested to the friend that friend is a powerless ghost, who's cord of life in stretching beyond the capabilities of human capabilities; friend will die, making manekineo sad and cry.
manekineo sent friend an anonymous lettre stating friend is a public laugh-in, as this is friend's personal worst nightmare. Included a local chemical recovery resources hot line.
makeineo also gave friend (who can no longer read nor write) a visual picture book which reflected friend's current situation.
this is all manekineo can do. friend must reach conclusion that friend is chemically addicted.
all is well
manekineo

Gather some other friends and family members and stage an "intervention." You can call a rehab facility or speak to a clinicial social worker at a hospital to have them explain how to do this.

Does your statement of 'an adult friend' suggest you are a juvenile/minor? If so, tell an adult you can trust...parent/family/friend?

My exbrother in law is a druggie. There's nothing you can do. They'll either straighten themselves out or they'll die.
