There are several blockos of apartments around Bay and Powell and North Point and Powell (east towards the Embarcadero) where the parking is FREE! No meters or anything. I work in the area and when I must drive (from Sonoma County) I try and park there to save $15 bucks. There is a LOT of luck involved and I have had sucess because I arrive just as the residents of the apartments are leaving for their jobs. During the day or on weekends you had better have excellent parking mojo.

Not that I've ever found. I'd recommend parking in one of the outlying neighborhoods (be careful to observe the signs - don't park on the side that will have street cleaning) and then take MUNI to where you need to go. MUNI maps may be found at 511.org

Everything in San Francisco is super expensive! I recommend public transportation like Bart and MUNI.

You can park in the local parking garage, that's where we always parked, I can't remember how much it costs for all day. I don't think you have in and out priveledges though. You kinda have to stay put, though there are so many sites to see within walking distance.

Now, why would us locals disclose to you tourists/suburbanites where all the good parking spots are? Then you would just take it and drive merrily back to your suburban enclaves. F&*^ the SUBURBS!!
