I remember seeing this as a kid, It was about some dude who like to race cars and at one point his shirt or belt got caught in it and he went over the cliff in it. There may have been some kind of time travel. I can't remember.

Probably a take-off on the scene from Rebel Without a Cause where the guy racing James Dean got caught on the door latch and went over the cliff and died.

I think it's The Heavenly Kid too. The guy comes back as a ghost and befriends this living kid who turns out to be his son or something.
