You could be a lot more detailed. You mean floppy disk or cd? You can install windows on to a computer via cd only. Or you can load a dos disc with autoexec.bat loading the cdrom or dvdrom drivers. People actually have autoload scripts with multiple drivers these days, you can download for free.
Do you mean without a harddisc? That is impossible.

If you can access the hard drive still... it should be easy. Just copy all the dell drivers from 'C:\drivers' directory and subdirectories onto a CD. Then on another disk copy the windows install files from 'C:\windows\options\cabs'. Then use a floppy win98 boot disk to boot and run the setup.exe from the 'C:\windows\options\cabs' disk. Type in the product key, should be on the side of the case... if not get it from the registery before you do any of these steps. Then use the driver cd to install the video/sound/network stuff. You may want to back up anything on the desktop before doing this too.

Are you talking about installing windows 98 without a disk?
If that's the case, then no. You can't install an OS without an OS disk. A lot of older computers also come with sytem restore disks which are needed to install all the hardware drivers along with the OS
BTW; Dustless systems are computers without hard drives yet still obtain it's OS installation from a networked drive, so it is possible to install a dell with no Hard drive

I think you mean without a floppy drive.
If so. You may want to consider finding a DOS bootable CD or have your Hard Drive put in other computer so that you can have it bootable and install the driver for your CD Drive. YOu may also want to consider using a bootable Win98 Installation CD.
